Yes, you can draw your original villain characters. You can also give a brief summary of your villain's motive and personality in the description below your villain key concept design.

Hey, question, can we have more oc characters we allow into our 31 submissions, or is there a minimum of characters we need to do from Newgrounds than our own characters FOR Newgrounds, if that makes sense. And, what are ya grateful for today anyway, mind me asking?
I would suggest submitting your villain OCs for 1 day as they are your own designs. Say you wanted to draw villains based of Harry Partridge's 3 series, "Starbarians", "Dr. Bees", and "Trilby Dogtooth". You can draw villains from 3 of the same creator's series in 1 submission. If one template is not enough for the amount of villain OCs you've designed (bonus points for written backstory concept), you can upload your illustration submission as "inline" or "gallery" format. I admit I might not completely understand when you asked if " there is a minimum of characters we need to do from Newgrounds than our own characters FOR Newgrounds", but I hope this explanation clears things up.
If I didn't see this, I would be very surprised and confused if and when I see a sudden uptick in Waha art on October 11. Honored to be on the list with so many heavy hitters :3
You are welcome to give it a shot if you have the time and motivation! I announced this a few months early in advance, so there's still 2 months left before submission starts in October, it's your call whether you want to or not!

Just post your art with the tag "villaingrounds"/"villaingrounds-2025" in the art portal. You can add additional tags that is related to the theme (ex. "newgrounds", "villains").
